Leslie Norwalk has been named deputy administrator of the CMS, dropping the word "acting" from her title, the agency says. Two other CMS positions have also been filled. John Robert Dyer rejoins the agency as COO and Charlene Brown is becoming the acting deputy COO. Norwalk had been the acting deputy for about a year. Before that she was the agency's counselor and policy director. Dyer was in the private sector and provided consulting work. During the 1980s he spent four years at the agency as director of management and budget. Brown is moving from her position as deputy director of the Center for Medicaid and State Operations. ... Jim Wilson has joined nine-hospital Spectrum Health Hospitals, Grand Rapids, Mich., in the new post of vice president of clinical operations. Wilson, 48, will be responsible for the cardiology and oncology areas. He had been president and CEO of St. Catherine of Siena Medical Center in Smithtown, N.Y. ... Ben Frank, 36, is the new CEO of Central Arkansas Hospital in Searcy. He had been serving as interim CEO since October 2003, when CEO David Callecod accepted the position of president and CEO of Marion (Ind.) General Hospital. ... Alan Weil has been named executive director of the National Academy for State Health Policy and president of the Center for Health Policy Development, the academy's governing entity, effective Sept. 1. Weil, 40. has served for the past seven years as director of the Urban Institute's Assessing the New Federalism Project. He replaces Trish Riley, now director of the office of health policy and finance in the Maine governor's office. ... Chris Thomas is the new president and CEO of Central Kansas Medical Center, Great Bend. Thomas, 38, had been vice president of strategic development for Allen Health System in Waterloo, Iowa.
