Good Hope Hospital, Erwin, N.C., received preliminary approval to build a new hospital to replace its current 49-bed facility, which opened in 1913, according to news reports. An administrative law judge ruled in favor of the hospital, reversing an earlier denial by the state health department's division of facilities services. The ruling is not binding on the state, which has 60 days to stand by its denial in September 2003 or allow the project to proceed. -- by Michael Romano
