Leslie Norwalk has been named the deputy administrator of the CMS, dropping the word "acting" from her title, the agency announced today. Two other positions were named today. John Robert Dyer rejoins the agency as chief operating officer and Charlene Brown is becoming the acting deputy COO at the CMS. Norwalk had been the acting deputy for about a year and before that was the agency's counselor and policy director. Dyer has been in the private sector and provided consulting work. During the 1980s he spent four years at the agency as director for management and budget. Brown is moving from her position as deputy director of the Center for Medicaid and State Operations. No decision has been made to fill that position, a CMS spokesman said. -- by Tony Fong
