Rep. John Dingell (D-Mich.) said he will reintroduce legislation that would allow patients to sue their managed-care plans in state courts after a unanimous Supreme Court ruling said patients don't have the right to do so. The legislation, similar to a bill passed by the Senate in 2001, also would set minimum federal protections for patients, including basic standards for access to care, guarantees that medical decisions be made by doctors, and an independent external review process for denials of care. -- by Tony Fong
