Data for a massive California pay-for-performance program involving six health plans, 235 participating physician organizations and 7 million plan enrollees have been submitted. The final deadline for the data was May 28. A preliminary report indicates mixed participation for the three categories on which bonus payments will be made, according to the Integrated Healthcare Association, which is coordinating the bonus plan.
Clinical data, on which 50% of the bonus will be based, was gleaned from all participating groups by the plans, while 73 of the participating groups provided their own supplemental data. For patient experience (40% of the bonus), 152 groups participated in a consumer assessment survey used by IHA. For information technology (10% of the bonus), 102 groups applied for credit for having either clinical data integration or clinical decision support or both.
The 2003 data are being analyzed by the National Committee for Quality Assurance, which is scheduled to report to the plans in August. The first bonus checks could be sent by fall.
