"When people suffering from mental illness don't get the help they need, they tend to `decompensate,' or relapse. When that happens, they often become the problem of the criminal justice system. ... Better funding for mental health treatment at the front end ... would greatly improve the situation. Yet the Florida Legislature has passed appropriations bills with no increased funding for mental health and substance abuse services. This represents a stunning failure to appreciate the value of investing in mental health, which reduces crime, protects the public and saves money in the long run."
