Kansas Gov. Kathleen Sebelius said a dispute with the CMS over Medicaid financing could cost the state $50 million to $75 million annually in federal matching funds. One issue is the higher Medicaid rates received by the University of Kansas Medical Center because of its indigent-care load. A second is the Medicaid program's coverage of nontraditional services. At her weekly news conference, Sebelius told reporters, "Basically there is a war between (the CMS) and states around the country.
