Health Partners, a Philadelphia-area Medicaid and Medicare managed-care plan, has named Paul Alexander, as senior vice president and chief medical officer. Alexander, 44, replaces Sharad Mansukani, who left to join the CMS as a senior medical officer. Alexander had been senior medical director at Independence Blue Cross of Philadelphia. ... The Regence Group, Portland, Ore., which runs Blues plans in Idaho, Oregon, Utah and Washington with nearly 3 million members, has tapped Mohan Nair, 47, for the post of executive vice president and chief marketing executive. Nair will be charged with integrating marketing activities throughout the company. Nair founded and was CEO of Emerge, a 10-year-old consulting firm in Portland. ... Financial Guaranty Insurance Co., New York, has hired Ellen Gordon as managing director of its new healthcare group, which is seeking to expand the health underwriting business. A group of investors purchased the firm from General Electric Co. in December 2003. Gordon, 39, had been vice president of investment banking for the Goldman Sachs Group.
Rob Fulbright has been named administrator of Florida Hospital DeLand, replacing Ed Noseworthy, who became administrator of another Adventist Health System facility, Florida Hospital East Orlando. Fulbright, 34, will also hold the post of senior vice president of Florida Hospital West Volusia Division. Fulbright has been with Adventist since 1992 and worked most recently as vice president/administrator for Florida Hospital Kissimmee. ... William Carpenter III, an executive with LifePoint Hospitals, has been elected to the board of Psychiatric Solutions, a Franklin, Tenn.-based operator of free-standing behavioral healthcare facilities. Carpenter is executive vice president and general counsel for LifePoint, Brentwood, Tenn. Carpenter joined LifePoint in 1998 as the company was preparing for its spinoff from HCA. ... Dixie Platt, 45, has been given the new title of senior vice president of mission and external relations at SSM Health Care, St. Louis. Platt had been corporate vice president of communications, planning and marketing. ... Beverly Lozar is the new chief administrative officer of South Pointe Hospital, an osteopathic facility in Warrensville Heights, Ohio, replacing Kathleen Rice, who took the post of president and COO of another osteopathic facility, Cuyahoga Falls (Ohio) General Hospital. Lozar had been chief administrative officer for Huron Hospital in East Cleveland, Ohio. ... Parkway Regional Medical Center, North Miami Beach, Fla., recently named Joseph Stern as associate administrator. He will oversee the medical staff, rehabilitaion services, emergency, pain and spine institute, wound-care clinic and others. Previously, Stern was regional director of cardiovascular services with Tenet Healthcare Corp.'s Philadelphia division and was a regional director for Tenet Physician Services in South Florida.
Tom Williams was named executive director of the Integrated HealthCare Association, the Walnut Creek, Calif.-based leadership group that spearheaded the physician pay-for-performance movement. He replaces Beau Carter, who left in September 2003 to become a consultant. Williams, 50, was manager of Aetna's Western region and president of Aetna's California subsidiary.
Ruben King-Shaw Jr., former COO and deputy administrator of the CMS, has joined United BioSource, a Washington-based pharmaceutical and biotechnology consultancy. King-Shaw will be president of UBC Solutions, a new division of United BioSource. Prior to working for the CMS, King-Shaw was secretary of the Florida Agency for Health Care Administration.
