Blue Cross and Blue Shield of Florida, Jacksonville, said a glitch in a new billing system meant to help bring the 3.6 million-member insurer into compliance with the Health Insurance Portability and Accountability Act has led to thousands of patients being overbilled for their portion of medical costs. A Florida Blues spokesman said about 3,600 members have reported errors in bills for services received from April 1, 2003, to July 31, 2003. The glitch primarily affected state employees, whose health plan offers providers not typically in the insurer's network, such as the Mayo Clinic.
