"Kentucky's prisons and jails should be the mental healthcare provider of last resort. Instead, they are carrying most of the burden because of chronic underfunding of state and county programs. ... Activists and health professionals recently decried budget cuts after Gov. Ernie Fletcher proposed a 2.5% reduction in expenditures for mental health services. While such a small percentage may sound like just a drop in the bucket, cutting mental health funding when state agencies are in crisis could prove to be penny-wise and pound-foolish."
