"Most people probably aren't surprised at White House estimates showing that Congress badly understated the cost of providing prescription drug coverage to Medicare recipients. ... But what's unusual in this case is that the president was adamant when the drug bill was being debated that it couldn't cost more than $400 billion over 10 years. Now there are suggestions that even before the White House signed off on the legislation, it believed the plan was over budget. ... There are obvious ways to bring costs down, starting with undoing the sweet deal that pharmaceutical companies won."
