"This year, the nation celebrates the 40th anniversary of the Community Mental Health Centers Act, which created a national plan and federal funding for access to mental health services. Kentucky has a proud history of being a leader in mental health services in those early years. ... Now there is a funding crisis for all Medicaid services, including mental health, for the state's least fortunate citizens. I encourage legislators and citizens to support passage of a bill that would increase the state's cigarette excise tax and use the increased revenues to fund (Medicaid and mental health)."
