"After three years of partisan bickering, Congress is poised this week to approve a $400 billion, 10-year compromise plan to add prescription drug coverage to Medicare. ... It ought to pass, if for no other reason than to end years of uncertainty for seniors and extra expense for states struggling with soaring drug prices. The GOP put its stamp on the plan, giving a role to private insurers in administering it, subsidizing firms that offer benefits to retirees, and opening up private competition with Medicare in 2010. It could help control Medicare costs in the long run."
