The U.S. attorney's office in New Orleans has issued a second subpoena in its investigation of a health plan management company half-owned by Tenet Healthcare Corp., Santa Barbara, Calif., according to a Tenet securities filing. Independent physicians in the New Orleans area own the other half of the management company, People's Health Network (PHN). PHN operates Tenet Choices, a Medicare HMO that is Tenet's only insurance holding. The subpoena seeks records for Tenet Choices members who were admitted to an inpatient rehabilitation unit or were referred for treatment at such a unit but were denied service by the health plan from Jan. 1, 1999, to the present. The first subpoena, issued last week, sought PHN's articles of incorporation and bylaws, membership data, agendas and minutes of meetings and policy manuals.
