As expected, the Federal Trade Commission announced that David Scheffman, 60, would resign in August as director of its Bureau of Economics to become an economics consultant and adjunct professor at Vanderbilt University. Scheffman's intent to resign was reported earlier this month with the resignation of Joseph Simons as director of the FTC's Bureau of Competition. Scheffman will be replaced by Luke Froeb, an associate professor at Vanderbilt and a former U.S. Justice Department economist. Froeb developed a software program used by the FTC and Justice Department to model the effects of mergers. -- by Mark Taylor
