Funding for Veterans Affairs' hospitals would be based on several factors instead of volume alone, under a bill Sen. Charles Schumer (D-N.Y.) plans to introduce in the coming weeks. Schumer is proposing a formula that also would take into account facility age and complexity of illness, a change that would increase funding for VA hospitals in the Northeast, where facilities generally are older.
