Guardian Life Insurance Co. of America, New York, has signed a letter of intent to market a consumer-driven health plan in partnership with Destiny Health, Oak Brook, Ill. The model, which requires consumers to pay more out-of-pocket, has gained popularity among businesses as a way to control rising healthcare costs. Under the model, employees establish generally tax-free medical accounts to pay for routine and preventive services but are covered for catastrophic expenses, such as hospital stays. -- by Tony Fong
