"If (New York) Gov. (George) Pataki and Mayor (Michael) Bloomberg are seeking a quick fix for their multibillion-dollar budget woes, the first place they ought to look is obvious: Medicaid. Alas, there's little sign either leader is ready to get serious about rolling back the outrageous costs of that program. Outlays for Medicaid in New York-both the city and state-are off the charts. ... One out of every six people in the state is covered by Medicaid (which was originally intended as a healthcare fail-safe for the truly poor and truly sick). ... New York spends more on Medicaid than California and Texas combined, despite a population a third as great."
