A new Institute of Medicine report urges HHS to sponsor demonstration projects for information technology development, expanded insurance coverage, malpractice reform, chronic-disease management and primary-care enhancement. The report, prepared by an IOM expert panel at the request of HHS Secretary Tommy Thompson, says America's "ailing" healthcare system must test new strategies to solve its most pressing problems.
