"Hospitals have suffered with the downturn of the stock market and they have had to deal with nursing shortages, inadequate reimbursement for Medicare patients, skyrocketing malpractice insurance and a growing number of uninsured patients. Closing the doors to emergency rooms is not the long-term solution to these problems. Vehicle registration fees have been used in other states to help fund trauma centers. If that is not the appropriate funding mechanism for Texas, lawmakers need to find another revenue source. ... Scouting around for an open emergency room should not be part of standard procedure."
