Pennsylvania insurance regulators have ordered the state's dominant Blue Cross and Blue Shield plans to explain their allegedly excessively high reserves and surpluses at a Sept. 4 public hearing in Harrisburg. Independence Blue Cross, Highmark Blue Cross and Blue Shield, Capital Blue Cross and Blue Cross of Northeastern Pennsylvania have all been ordered to attend. All but Northeastern are battling separate but similar lawsuits accusing them of amassing millions of dollars in reserves in defiance of their not-for-profit tax status. -- by Cinda Becker
