Vermont law allows physicians to negotiate with state government agencies but not with private payers. An article in the May issue (page 93) reported that only two states, Texas and Washington, allow collective bargaining. Under the limited state action exemption, which excuses physicians from some antitrust regulations, Vermont physicians can negotiate about reimbursement and quality with government agencies over state-administered programs such as Medicaid and workers' compensation.
