ST. LOUIS-Officials in St. Louis County, Mo., charged a former executive of the St. Louis division of SSM Health Care earlier this month with nine counts of felony theft for allegedly siphoning more than $1 million from the system. The former executive is John Randall Foster, 47, who was chief financial officer of managed-care contracting until a Nov. 2 downsizing at SSM. Foster is being held in county jail. The FBI and U.S. Postal Service also are investigating the matter, said J.B. Lasater, St. Louis County prosecutor. Lasater contends Foster created a fake company, Reinsurance Association, and submitted nine false invoices to SSM. The system expects to recover all the money, said spokeswoman Dixie Platt. SSM's St. Louis network includes seven hospitals and 1,100 physicians.
