Physician savings: $12.6 billion
Provider-sponsored networks: Adopts House-passed language calling for initial federal oversight and licensure of provider-sponsored Medicare managed-care organizations.
Antitrust: Adopts House-passed antitrust provisions that aim to make it easier for physicians and hospitals to form networks.
Malpractice: Adopts House-passed language limiting pain and suffering awards and making defendants liable to pay the proportion of such damages only equal to their share of the blame.
