Indiana leaders are gearing up for a new battle with Washington over how to expand Medicaid and comply with the federal healthcare law.

Republican Gov. Mike Pence's decision to reject a traditional Medicaid expansion is the latest salvo from a state that has landed in court in recent years over efforts to defund Planned Parenthood and crack down on illegal immigration.

The fights with Washington have created an interesting dilemma for lawmakers as they decide how to pick their battles.
