ValueOptions, a Norfolk, Va.-based behavioral-health and wellness company, promoted Shaun Costello to CIO.

Costello, 48, previously served as vice president of information technology hosting services, according to a news release. He replaces Bob Esposito, who was named COO in August.

ValueOptions clients include large companies; federal, state and local governments; national and regional health plans; trust and labor groups; and universities and other academic institutions. The company provides online, over-the-phone and face-to-face wellness services as part of its employee assistance programs.
