Use money from tax cheats to fix SGR

Regarding “Senators urge crackdown on Medicaid providers who cheat on taxes”:

Taxpayer dollars fund Medicaid, which is being paid to providers who aren't paying their taxes. And yet the federal government won't hold back the taxes owed from the providers' Medicaid payments.

I suggest the government collect the back taxes or withhold their Medicaid payments and use that money to fix the sustainable growth-rate formula!
