ICF International, based in Fairfax, Va., issued a cash offer to acquire all shares of London-based GHK. The transaction is expected to close by the end of the first quarter of 2012, according to the release.

The European company provides consulting services in research and evaluation, financial and impact assessment, and program management in both Asia and Europe.

The acquisition aims to expand ICF's operations overseas, according to the release.

The U.S. health IT contractor has provided a range of services, including securing access to clinical and public health data for research; storing and disseminating consumer and public health information; and providing technical assistance to patient education and training initiatives.

The company's federal government business includes a $44.6 million recompete contract it was awarded by HHS in October to operate the Child Welfare Information Gateway.
