Modern Healthcare's cover story for this issue reported on the confirmation of Joseph A. Califano Jr. as new secretary of the Health, Education and Welfare Department in the Carter administration.
That department was replaced by HHS. Describing Califano as a powerful Washington insider, the story noted, “the 46-year-old Mr. Califano has been described as ‘a tough cookie administrator,' a ‘ramrod,' an ‘architect of the Great Society' and an ‘assistant president' to Lyndon B. Johnson.”
