A private, not-for-profit organization, the NQF is dedicated to creating and implementing a strategy for quality measurement, as well as reporting the impact of medical errors and their prevalence. The organization was created in 1999 by a group of private- and public-sector leaders under a recommendation from the Advisory Commission on Consumer Protection and Quality in the Health Care Industry. Members include physicians, purchasers, hospitals, nurses, certification bodies and organizations for quality improvement. It developed a list of 28 medical errors it deems serious reportable events--also known as "never events" since they are considered preventable events that should not happen at all--such as operating on the wrong part of a patient and sending a baby home with the wrong parents.
