Fowler named deputy director at HHS office

Liz Fowler, who as chief counsel on health for the Senate Finance Committee played a pivotal yet largely behind-the-scenes role in shaping the 4-month-old reform law, has been named the deputy director for HHS' Office of Consumer Information and Insurance Oversight.

Under the umbrella of the OCIIO is the Office of Consumer Support, which—among other duties—is charged with maintaining a Web portal that provides information on consumer insurance options.

Thought of by many as one of the most influential Senate staffers, Fowler, a former WellPoint executive, had been expected by some to take a high-profile administration position after the reform package passed Congress. “(Fowler) is an extremely knowledgeable and dedicated adviser, and while I'm very proud of her new position, she will certainly be missed at the committee,” said committee Chairman Max Baucus (D-Mont.), in a statement.

David Schwartz will be promoted to acting chief health and welfare counsel. On staff since 2007, Schwartz currently serves as health counsel for Medicaid, children's health and pharmaceutical and malpractice issues.
