In a drab economic period when many multimillion-dollar construction projects have been tabled, three Panhandle communities are in different stages of experiencing a rare event for rural Texas towns - the opening of a new hospital. Borger and Friona have projects ongoing, and Hereford is presenting the issue before voters.
